It was she who introduced the idea of introducing cash benefit to parents to put an end to what many perceived as an injustice, in that the government "sponsors" kindergarten, but do not give support to those parents who choose to stay home with their children. The idea was launched in advance of parliamentary elections in 1989, but it was only after the formation of the central government ( Bondevik I ), that the idea was realized.
