He was the second Canadian Member of Parliament to come out as gay (the first being Svend Robinson). In June 2009, Ménard announced that he was resigning from the House of Commons, effective September 16, in order to run as a Vision Montreal candidate for borough mayor of Mercier–Hochelaga-Maisonneuve in Montreal's 2009 municipal election. Prior to his first election to the House of Commons, he was a political assistant to Louise Harel, Vision Montreal's 2009 candidate for Mayor of Montreal, when she was a provincial MNA.

He was a Parti Québécois Member of the National Assembly of Quebec) from 1993 to 2003 in the riding of Laval-des-Rapides, and in that time served under a number of Cabinet portfolios: Minister of Public Safety (1994–1996; 1998–2002; 2002–2003), Minister of State for the Greater Montreal & Minister Responsible for the Montreal Region (1996–1997), Minister of Justice and Attorney General (1997–1998) and Minister of Transport (2002–2003). A lawyer, lecturer and professor, Ménard was elected as a member of the Bloc Québécois into the Canadian House of Commons in the Canadian federal election, 2004. He represented the riding of Marc-Aurèle-Fortin and was the Bloc Critic to the Minister of Public Safety and Emergency Preparedness.
