Viscount Ishii Kikujiro: was a Japanese diplomat and cabinet minister in Meiji, Taisho and early Showa period Japan. He served as Minister for Foreign Affairs of the Empire of Japan between 1915 and 1916.Ishii was born in Mobara city, Kazusa Province (present-day Chiba Prefecture). He graduated from the Law Department of Tokyo Imperial University and joined the Foreign Ministry. His first posting was as an attaché to Paris in 1891, and he was later sent to Chemulpo, Korea in 1896 and to Beijing, China in 1897. During the Boxer Rebellion he served as Japanese diplomatic liaison with the various foreign interventionist armies, spending six months on the front with the Imperial Japanese Army's 5th Infantry Division.

Viscount Shinagawa Yajiro: was Home Minister in early Meiji period Japan.Shinagawa was born in Hagi, Choshu Domain (present day Yamaguchi prefecture). His father was an ashigaru, or lower ranking foot soldier in the service of the Mori clan. During the Bakumatsu period, he studied at the Shoka Sonjuku academy under Yoshida Shoin, and was a fervent supporter of the Sonno joi movement.[1] In 1862, together with other Choshu samurai, he was involved in an attack on the British legation in Edo. He was a participant in the Hamaguri rebellion in Kyoto in August 1864. During the Boshin War of the Meiji Restoration, he served as a staff officer in the Imperial armies in the battles against the Ouetsu Reppan Domei in northern Honshu.

Viscount Of Rio Branco: was a senator and a diplomat during the period of the Empire of Brazil (1822-1889), as well as a teacher, a journalist, and one of the most prestigious politicians of his time – having occupied positions such as Minister of Foreign Affairs, Minister of Navy, Minister of War and Minister of Finance. He is also the father of José Maria da Silva Paranhos Júnior, the Baron of Rio Branco, who is the patron of Brazil's diplomacy.In the press, the Viscount of Rio Branco's articles provided the public opinion with a view of the situation in the River Plate republics under Juan Manuel de Rosas and Manuel Oribe and led him to be invited, at the end of 1851, to act as Secretary to the Marquis of Paraná's mission in Montevideo, in the linking of alliances that resulted in the fall of Rosas, the leader of a confederation of states which would later become Argentina.
