In 1994 won a second term in the Legislative Assembly of Rio Grande do Sul , becoming leader of the PDS and youngest president of the House. In 1998 he was chosen Vice-governor candidate on the ticket Rio Grand Prize winner - who joined the PPB PMDB then-Governor Antonio Britto. It was the first time the two major parties of the State were united in an election for governor.
