Basanta Kumar De: was a civilian and a railway manager.He studied at Hare School, Calcutta, Presidency College, Calcutta, Trinity College, Cambridge and the London School of Economics and Political Science, London.He was recruited in to the Bengal Nagpur Railways in London in 1921. His first posting was as Assistant Commercial Superintendent. He played an important role in the building of the BNR Hotel in Puri in its initial years,[1] He later carried out the survey which led to the laying of the Raipur-Vizianagram to Sonepur-Bolangir railway line in 1931.
