He won the new district easily over Conservative candidate George McDonald. Marshall was appointed to the cabinet by Premier Alexander Cameron Rutherford to serve as the new Minister of Agriculture and Provincial Secretary November 1, 1909. Marshal's Ministerial appointments would last until May 26, 1910 when he and the rest of the Rutherford cabinet resigned in the face of the Alberta and Great Waterways Railway scandal. Marshall would be re-appointed Minister of Agriculture under the new government of Arthur Lewis Sifton on June 1, 1910 but his Provincial Secretary position would be given to Archibald J. McLean.

He was the 20th mayor of Calgary, Alberta and a former Member of the Legislative Assembly of Alberta (MLA).Marshall spent three years on Calgary City Council then went on to be mayor from January 2, 1919 to January 3, 1921. On July 19, 1919 — in his first year in office — he married Daisy Mary MacGregor. Together they had two children, Donald and Joan. He then moved on the provincial politics, running as a Liberal in the 1921 Alberta general election. He won his seat as MLA representing the Calgary electoral district, becoming a Liberal MLA just as the Liberals lost power to the United Farmers of Alberta. His level of support dropped significantly in the 1926 Alberta general election and was not re-elected.
